As DELEGATES to the PEOPLE'S CONGRESS, elected directly and democratically by a trans national electorate, spread over 110 countries

WE NOTICE:

  • The existence of groups excluded from power for political, ideological, ethnical and racial reasons in every organised community
  • That those groups suffer from being more and more marginalized
  • That the structures of Nation- States add to sociological norms legal constraints that give to the authorities the power of exclusion of those groups of people that are considered dangerous
  • That the power of exclusion is sometimes counter-balanced at the level of international political practices by the right to asylum
  • That the refugee is therefore the logical and unavoidable result of the non respect of human rights by the Nation States

TO DAY IN THE WORLD THERE ARE NEARLY 10 MILLION REFUGEES

This situation is not only the cause of intolerable suffering but also the source of tensions generating war

WE NOTICE ALSO:

That the United Nations notwithstanding existing international conventions about refugees support this national procedures recognizing the absolute sovereignty of Nations States.

They accept the exclusion that limits the people to a life of refugee and helpless exile

WE DECLARE ACCORDINGLY:

That the United Nations is powerless in regard of this problem as well as to implement the Declaration of Human Rights and this because of the abusive use of article 2 to 7 of the charter .( this article forbids any intervention in the affairs that belong to the national competency of the States )

WE FIRMLY ASSERT

  • The right for coexistence of every group in the reciprocal and fundamental respect of Human Rights

WE ASK:

  • That at the individual level, while we expect a global political solution, the stateless people, the exiles and the refugees receive a world pass that give them immediate protection and allow them at the end to enjoy the same rights than the nationals of the welcoming country
  • That the current exclusion practices or the destruction of individuals and groups be fought against vigorously

WE PROPOSE:

  • That a DEMOCRATIC, FEDERAL, SUPRA NATIONAL WORLD INSTITUTION with a real well defined power be created
  • That this institution gets at its disposal, political and judicial means that would enable it to implement in each nation state rules ensuring the right for coexistence for all, with observance of the basic and reciprocal respect of Human Rights
