WE AFFIRM that the powerless United
            Nations :
            
            
               - Cannot prevent Nation-States from allowing rights
               to be violated
- Can only partially remedy the paradox of hunger in
               the midst of abundance ;
- Cannot fight effectively against world problems
               ;
- Cannot take the responsibility given to them, that
               of maintaining peace by conciliation, arbitration and
               use of the International Court of Justice.
WE DEMAND INCREASED POWERS for the United Nations
            :
            
            
               - To obtain the nomination of a High Commissioner to
               supervise the preparation of a universal convention on
               human rights and its ratification by all states ;
- To organize the development of production, the
               equal distribution of essential resources and the end
               of their destruction ;
- To create permanent bodies whose decisions will
               apply to all states in the world to fight against
               problems on a world scale ;
- To act more effectively against the causes of war
               by having the resolutions passed by the United Nations
               put into force.
WE DEMAND TRUE REPRESENTATION OF THE PEOPLES in
            the leading UN bodies. We know that the impotence of the
            United Nations comes, among other things, from Article 2,
            paragraph 7, of the Charter which does not recognize
            their supranational powers.
            
            WE DEMAND that the UN, on the occasion of its
            25th session, study the means of modifying this article
            to permit the limitation of each nation's sovereignty in
            favour of the UN, for the organization and defense of
            peace, the protection of minorities, international
            security, world development and the respect of human
            rights.
            
            THEN, on the anniversary of the Declaration of Human
            rights, December 10, 1970, we call every man who feels
            concerned to a huge public meeting, to arrive at the
            necessary conclusions for the survival and safeguard of
            humanity.
