DISARMAMENT

Paris, January 1975

World Declarations

7

AS DELEGATES of the PEOPLES CONGRESS, elected directly and democratically by a trans national electorate spread over 110 countries

We state:

  • That more than 150 Nation States protect at the moment 250.000 km of frontiers
  • That they waste for this "mutual defence" irreplaceable wealth
  • That the 100.000 men building weapons on our planet could perfectly be employed to create capital goods useful to the world community and especially that goods which would help the development of third world countries
  • That the governments of the Nation States ,in order to have their weapons policies accepted do not hesitate to play upon the primary reflexes of their citizens

We remind you:

That the feudal governments only ceased when a superior authority was able to limit the local sovereignties and that the same process must be worked out on a world scale

 We declare:

That disarmament will not be effective unless it is controlled by a body with limited but real powers which presupposes the setting up of a WORLD INSTITUTION

WITHOUT LIMITATION OF NATIONAL SOVEREIGNTY, ANY PROPOSAL FOR DISARMAMENT IS AN ILLUSION
