CIVIL NUCLEAR ENERGY

Novembre 28, 1982

World Declarations

19

As DELEGATES to the PEOPLE'S CONGRESS, elected directly and democratically by a trans national electorate, spread over 110 countries

WE NOTICE:

  • That nuclear power accounts to day for less than 1% of the world energy consumption (mainly in the rich countries)
  • That the use of this energy leaves unresolved the radioactive waste disposal, causing a real threat for future generations
  • That the choice of many countries for an important development of the use of nuclear power is justified by the false desire of energy self-sufficiency and by the pressure of multi-national financial groups
  • That the important investments made in nuclear energy delay research on other renewable energies: solar, hydrogen, biogas, bio-mass, wind, geo-thermal, ocean stations.
  • That the use of nuclear power can lead to a police state because its possible diversion in terrorists hands
  • That the raw material used in a civil program can be diverted to military purposes

WE CONSIDER that:

If fossil fuel were used rationally, keeping in mind the ecological risks and if there was an effective global policy to limit energy waste, the world could manage a transition to the use of renewable resources, so that the use of nuclear power could be phased out

WE THEREFORE CALL:

For the creation of a supra national WORLD AUTHORITY with well defined and real powers that could:

  • Promote studies in the use of renewable energy sources on a global scale
  • Work out a plan to gradually dismantle existing nuclear plants
