People's Congress and Planetafilia agree:

We have the common objective to promote the creation of a World Parliament (PARMUN)

We accept the PARMUN Resolution approved at the 1st World Parliament Model that took place at the Palacio Legislativo of the Mexican Congress on October 6th 2010.

We are determined to jointly organize the electoral process of the 4 stages established in the PARMUN Resolution to form first a Citizens World Parliament and eventually a World Parliament with a Nation State Chamber and a People's Chamber, or if that is not possible, convoke a Constitutional Congress to issue a Constitution for the Earth Federation.

We shall invite Universities and Mayors in every country to join and certify the electoral process provided by the PARMUN Resolution.

We will also promote all kinds of events with NGOs and Legislative Parliaments or Legislators as individuals of all nation states for the accomplishment of our common objective towards a World Parliament.

We will create an Electoral Board in accordance to our objective to manage the administrative and financial matters through a Secretariat.

We will do our best efforts to work jointly for the accomplishment of our common objective in good faith and according to the highest ethical values and principals of our organization.

At the opening session of the Forum of the 1st Stage of the World Citizens Parliament, with previous delivery of a written document with 5 Initiatives for World Legislation, was approved by unanimous vote of all registered participants at the Forum, the following:

Decree for "The Abolition of War", issued at the premises of the Legislative Palace of San Lazaro, Mexico City D. F. on October 11, 2011, which take effect on the date of expedition and that on October 31, 2011 is posted online at this site www.parmun.org for ratification by all citizens of the world, personally or through Social Networks in the world, who choose to do so, which reads as follows:

WE AS CITIZENS OF THE WORLD AND PARTICIPANTS IN THE "FORUM OF THE 1ST STAGE OF THE WORLD CITIZENS PARLIAMENT", HAVE RESOLVED TO DECREE, TOGETHER WITH ALL THE PEOPLE WHO ADHERE TO THIS CAUSE,

THE ABOLITION OF WAR

Now, to give greater legitimacy and effectiveness to this Decree, it is urgent to promote World Citizens Parliament, arising from the vote and the popular representation of free and equal citizens, to force the world's governments and financial institutions and their conglomerate of transnational corporations to take real and effective action in favor of the human family and the health of the planet. All this to make real The Abolition of War and in order to achieve recovery of the dignity of all living beings, cooperation between nations and peaceful coexistence between different communities of the multicultural mosaic of our Planet Earth.

Therefore, we proceed to express the following:

CONSIDERATIONS

1. In consideration that war destroys human beings and the environment, divide and erode the social tissue causing death and desolation of millions and millions of human beings and other living beings on the planet Earth,
2. In consideration that the war is a big business for the interests of great powers, with the complicity of the World Bank and big transnational corporations suppliers of the so-called military industrial complex at a global scale,
3. In consideration that the progress of science and technology has facilitated mutual understanding between countries and explosive contact of millions of people through social networks that have made globalization of human contact a reality and that with this, its confirmed once again that the Earth is our only home and today no longer exists any justification for the war amongst humans,
4. In consideration that it is a myth the need to spend trillions of dollars of material and financial resources that have been allocated to the industry of war for many decades and that instead, in the future such resources could be used for social infrastructure in favor of education, health, housing, communication and worthy occupation of human beings, and
5. In consideration that we citizens of the world, being in constant contact, are aware of our need to live in peace, favoring dialogue and seeking the common good for a better world for future generations,

REAFFIRM AS CITIZENS OF THE WORLD THAT:

With this Decree, the war has been prohibited, based on the essential Principle of the sovereignty of the people of the world, and in exercise of the Sovereign Right that emanates from this Principle,

DECREE of "The Abolition of War", at the premises of the Legislative Palace of San Lazaro, Mexico City on October 11, 2011, which takes effect on the date of expedition and that on October 31, 2011 is posted online at this site www.parmun.org for ratification by all citizens of the world, personally or through Social Networks in the world, who choose to do so.

It has been is created the Record of this Decree at the address of Planetafilia A. C. in Mexico City as the Secretariat of the World Citizens Parliament. The Protocol will be open for the signature and ratification for all Social Networks and World Citizens, to adhere to this

Having been decreed "The Abolition of War", we have decided to start the legislative procedure of the World Citizens Parliament and therefore we propose since NOW, the following 5 Popular Initiatives,

1.- World Law for the eradication of poverty through access to nutrition, health and clean water for everybody.

2.- World Law for access to knowledge, culture and universal progress with basic education for everybody with free Internet.

3.- World Law to protect the rights of Mother Nature and regulate the rational use of natural resources and its energy sources for sustainable life on the planet and human development with a common destiny.

4.- World Law for equal opportunities to access a dignified occupation with freedom of movement and residence for all persons anywhere in the world.

5.- World Law to fully realize human rights, in compliance with Article 28 of the Universal Declaration of Human Rights, which states:

"ART 28 -. EVERYONE IS ENTITLED TO A SOCIAL AND INTERNATIONAL ORDER IN WHICH THE RIGHTS AND FREEDOMS SET FORTH IN THIS DECLARATION CAN BE FULLY REALIZED"

Start "today" to participate by getting 1000 votes to be a Delegate of the People in the 1st Stage of the World Citizens Parliament, with the determination and confidence that, we as citizens of the world, have the right and reason to make this legal decision, based on the principle of sovereignty of the people of the world, which is irrevocable, indivisible, inalienable and imprescriptible in a democratic and transparent process in accordance with PARMUN Resolution, adopted by consensus on October 6, 2010, at the Legislative Palace of San Lazaro in Mexico City, D. F.

In addition to approval of the DECREE, also unanimously were approved the following statements and documents:

• Ratification of the Constitution for the Federation of Earth (WCPA)
• Ratification of the statements of Guadalajara and Mexico City (WATUN)
• Ra·tification of the Declaration of Buenos Aires Argentina UNPA (DEMOCRACIA GLOBAL)
• Ratification of Statement No. 21 of the People's Congress (People's Congress, France)
• Ratification of the Constitutive Document of the World Peace Federation (University of Sapporo, Japan)
• Ratification of the Declaration of the Millennium Project (Nodo Mexicano)
• Ratification of the Declaration for Effective World Peace (Planetafilia A. C.)
• "Estela de la Paz, El Retorno de Quetzalcóatl " (Organizing Committee)

After the opening session of the Forum of the 1st Stage of the World Citizens Parliament, 5 Legislative Committees were set up to analyze the 5 initiatives of the New World Legislation, which made their work during the sessions of October 11 and 12, 2011, in the same facilities of San Lazaro Legislative Palace in Mexico City.

First World Parliament Model

"On October 6, 2010, at the plenary session of the closing ceremony of the 1st World Parliament Model, by unanimus consent was approved the following:

We as citizens of the world adopt the initiative "PARMUN" according to the following text:

"EVERYONE IS ENTITLED TO A SOCIAL AND INTERNATIONAL ORDER IN WHICH THE RIGHTS AND FREEDOMS SET FORTH IN THIS DECLARATION CAN BE FULLY REALIZED." (Art. 28, Universal Declaration of Human Rights)

The best political and legal instrument for promoting and implementing that right to guarantee human rights performance is certainly a:

Nowadays we don't have this Instrument and that's why we as citizens of the world take effective action, for establishing a citizens forum to express the truth of what happens at global level. We propose a Citizens World Parliament, before the official constitution of the World Parliament, according to:

1°Stage.- Every citizen that could gather 1,000 signatures of over 15 year-old persons, qualifies as a "People's Delegate" and should obtain the certification of public or private university, corresponding to the geographic zone.

2° Stage.- 1,000 "People's Delegates" that agree to get together in the most representative public or private university of that geographic zone, will have the right to appoint 10 or more Members to the Citizens World Parliament, representing a total of 1,000,000 persons.

In countries of population lower than 10,000,000, the People's Delegates will be able to gather with another Delegates of a neighbor country, to get the 10 or more Members for the Citizens World Parliament.

3° Stage.- The Citizens World Parliament could start working with the first 100 Members as Citizen Parliamentarians, and keep growing with the annual admission of new tens of Citizen Parliamentarians coming from another parts of the world. These electoral procedures must be transparent and supported in this stage by public and private Universities, which could bring its support to this project.

4° Stage.- From this moment the Citizens World Parliament could be instituted as "World Parliament" by sovereign decision of a half plus one of the Citizens of the World, which must be over 18 year-old persons, through a global referéndum called and organized by the Citizens World Parliament.

None of the countries will have more than 10% of the amount of the Citizens World Parliament members nor of the World Parliament when instituted. Each Citizen Parliamentarian could have the right to express himself in his own language, translated into the 6 official languages of United Nations.

The Citizens World Parliament's internal organization and operation would be managed by a Directive Board, democratically elected every year. This Directive Committee would give a management report with the most elevated rules of transparency and public information access.

Fastrack.- On having 1,000 members of the Citizens World Parliament representing all Nation-States, there are two alternatives:

First.- Request to the member States of the UN General Assembly, to call to a General Conference of member States to a United Nations Charter review (Art. 109) and to start the transformation process into United Nations Federation

(instead of United Nations Organization), which naturally may function with bicameral system established by the "Popular Chamber" adopted by the Citizens World Parliament, and on the other hand the "Nation States Chamber", resulting of the previous UN General Assembly transformation.

Second.- If the UN Members do not take action to a review transformation process, then the Citizens World Parliament would call directly to general elections in all the countries of the world, with the objective of formally install a Constituent Congress for issuing a World Federal Constitution and install officially the World Parliament (unicameral), according to world people's sovereignty, which is an essential and inalienable principle, according to the" People's right of self-determination", widely recognized by the General Principles of the International Law."
